State- and District-Level Monitoring Committees to Prevent Misuse of Agri-Grade Urea in Uttar Pradesh

The Uttar Pradesh government has taken strict measures to effectively curb the non-agricultural and industrial misuse of Agricultural-Grade Urea (AGU). In this regard, the Agriculture Section–2 issued an important office memorandum dated 24 December 2025, announcing the formation of monitoring committees at both the state and district levels.
The government order clearly states that agricultural-grade urea must be used exclusively by farmers for agricultural purposes. However, in recent years, complaints have surfaced regarding its misuse in industrial applications, particularly as a substitute for Technical Grade Urea (TGU). This practice not only disrupts the timely availability of urea for farmers but also results in significant revenue losses for the government.
Action in Line with Central Government Directives
The decision has been taken in compliance with directions issued by the Department of Fertilizers, Ministry of Chemicals and Fertilizers, Government of India, New Delhi. The central government had instructed states to establish strict monitoring mechanisms to prevent industrial misuse of agricultural-grade urea.
Constitution of State-Level Monitoring Committee
The state-level committee will comprise the following officials:
- Secretary, Agriculture – Chairperson
- Commissioner / Director, Industries Department – Member
- Commissioner, State Tax Department – Member
- Director, Agriculture – Member / Secretary
The committee will be responsible for policy formulation, coordination, and overall monitoring.
District-Level Monitoring Committees
At the district level, monitoring committees have been constituted in every district, consisting of:
- District Magistrate – Chairperson
- Superintendent of Police – Member
- Deputy Commissioner, Industries Department – Member
- Deputy Commissioner, State Tax Department – Member
- District Agriculture Officer – Member / Secretary
These committees will monitor the storage, transportation, and use of agricultural-grade urea and ensure swift action in cases of misuse.
Special Focus on Industrial Units
The monitoring committees will ensure that no industrial unit illegally uses agricultural-grade urea. Inspections, investigations, and legal action will be undertaken wherever required. District administrations will also periodically update the state government on the situation.
