Joint Working Group for Promotion and Expansion of Tree Outside Forests

In pursuance of the decision taken in the meeting held under the chairmanship of Honourable Minister of Environment, Forest and Climate Change, two Joint Working Groups was constituted under the Chairmanship of Additional Director General of Forests (WL/FC), MoEFCC to complete the assigned work in 21 days (by 31* March, 2022).with following details: –
- The first Joint Working Group (JWG) is constituted with following composition:
- S P Yadav, ADG, MOEF&CC-Chairman
- Suneesh Buxy, IGF(SU), MoEF&CC
- Shri Ritwick Dutta, Senior Environmental Lawyer, Delhi
- Shri Aman Kr. Jha, Environmental Lawyer, Delhi
- Shri Sanjay Upadhyay, Environmental Lawyer, Delhi
- Shri Maneesh Kumar, AIGF(FP), MoEFCC- Member Secretary
The ToR /deliverables of the first Joint Working Group is as under: –
- To review of existing laws for facilitation of growing of timber outside forest,
- To address the issues growing of timber outside forest holistically,
- To prepare a draft policy and legal framework document which may be either new or based on specific changes in the current regulatory regime, with justification,
- The 2nd Joint Working Group is constituted with following composition:
- Shri Bivash Ranjan, ADG(WL), MoEF&CC-Chairman
- Shri R K Sapra- Retd. PCCF, Haryana
- J. V. Sharma- Director, TERI
- Sunità Narain-Director General, CSE.
- Shri Vijay Dhasmana-Eco-restoration practitioner
- Shri Maneesh Kumar-AIGF (FP), MoEFCC and Member Secretary
The ToR /deliverables of second joint working group is as under: –
- to develop a step wise five-year action plan for doubling of the area under tree plantations in private/non forest lands with specific interventions depending on site and tree species, wood based products of desired quality, standards and cost, which can meet growing domestic demand and gradually replace import of similar wood/wood based items in near future.
- to prepare the action plan document with justification and identification of concerned agencies for implementation
The Joint Working Groups will make action plans with timeline in such a way that the work is finished in next 21 days (by 31* March, 2022).
