Phenol imports into India (HS Code 29071110) have been subjected to a mix of basic customs duties and, at various times, anti-dumping duties to protect domestic manufacturers.
Basic Customs: The standard Basic Customs Duty (BCD) on phenol has generally been around 7.5% to 10%.
Total Duty Structure: Typically, the total import duty, including 7.5% Basic Duty, 18% IGST, and a 10% Social Welfare Surcharge, has historically amounted to over 25-26%.
Anti-dumping Duty (ADD): Over the past two decades, India has frequently imposed anti-dumping duties on phenol, especially from countries like Singapore, South Africa, Thailand, Japan, and the EU.
2016-2021: Definitive anti-dumping duties were active on imports from the EU and Singapore, with extensions valid until October 31, 2021.
From 1st April, government announced: temporary waiver of customs duties on key petrochemicals, including phenol, to address supply disruptions. Temporarily, this waiver is restricted up to 30th June 2026.
