A task force, constituted on July 28 to examine examination reforms in India, is considering preparing question papers at the last minute from a large question bank to prevent the unauthorised disclosure or leakage of examination papers. Its chairman, Nandan Nilekani, informed that the task force could submit its recommendations within three months.

Speaking at the Bloomberg New Economy Forum 2026, Nilekani said the NEET question paper leak had raised questions about the need for conventional question papers, given the financial incentives involved in obtaining and selling them illegally.

“I think the question is, why do we need something like a question paper? Once you have a question paper, there is a financial incentive to sell it. Therefore, the way to avoid this is to have a very large question bank and prepare the question paper for that particular day only at the last minute,” he said.

He added that this approach would eliminate the financial incentive to obtain and sell question papers illegally.

Nilekani said artificial intelligence (AI) technology could also be used to generate question papers on the day of the examination, helping prevent leaks.

The task force on examination reforms is also considering expanding computer-based examinations, which would require a large network of examination centres. Nilekani noted that India currently has around 1,50,000 locations where candidates can take examinations.
