ECLGS 5.0 (Emergency Credit Guarantee) Scheme Discontinued

The government has discontinued Emergency Credit Line Guarantee Scheme (ECLGS) 5.0 within three months of its launch, stating that the ₹2.50 lakh crore credit guarantee allocation has been fully utilised.

The scheme was introduced on 5 May 2026 to help businesses manage short-term liquidity pressures arising from the West Asia crisis and was originally scheduled to remain operational until 31 March 2027.

The sudden closure has raised concerns among public sector banks, financial institutions and the MSME lending ecosystem. Banks had already completed due diligence, assessed working-capital requirements, sanctioned loans and informed borrowers about the facilities. The abrupt change could make it difficult for banks to align existing credit decisions, borrower commitments and operational processes with the revised scheme framework.

Bankers have argued that sufficient time should be provided to communicate the change to branches and borrowers, complete already-sanctioned transactions and manage commitments created under the scheme.

MSME representatives have also expressed concern. According to former FISME president V.K. Agrawal, the rapid utilisation of the guarantee allocation highlights the serious liquidity pressures facing MSMEs. Many businesses have spare production capacity but require working capital to pay bills and employee wages.

Industry representatives have urged the government to extend ECLGS 5.0 with additional credit guarantees rather than discontinue it. A banker also suggested that the exhaustion of the ₹2.50 lakh crore allocation should be viewed as evidence of strong credit demand from businesses, rather than simply as a reason to close the scheme. The government could therefore consider providing additional allocation to NCGTC so that eligible borrowers can continue to access credit support under the scheme.
