How is the mandatory ISI mark viewed on wood products?

The Ministry of Commerce and Industry has made it mandatory to apply the Bureau of Indian Standards (BIS) ISI mark on all plywood and wood-based panel products, but the industry is not fully prepared for it yet. Neither the suitable time nor the suitable conditions exist for implementing this requirement. Until proper standards are established, making the ISI mark mandatory to ensure quality is not appropriate in any sense.

What steps have been taken to address the concerns you raised?

A memorandum has been given to the Ministry of Commerce and Industry regarding this matter, explaining why the mandatory ISI mark is currently not feasible. The ministry has also been made aware of all the concerns related to the industry. We are currently in discussions with industrialists at national and state levels, not just in Punjab but across the country, regarding this issue. Appropriate steps will be taken in this direction at appropriate time by collaborating with all wood based industries. Just as significant cases like GST have been resolved, this issue will also be resolved in due time.

What are the challenges with this?

The standards for BIS are currently very stringent, based on the manufacturing practices when plywood and other products were made from forest wood. Now, agriforestry wood is being used to produce plywood, boards, panels, and other products. The lifespan of this wood is not very long. Therefore, the standards for the products made from this agriforestry wood should be amended according to the present circumstances.

What difficulties can the industry face?

Small and medium-sized industries will be in deep trouble. Our endeavour is to provide a conducive and simplified environment for the growth of small and medium wood-based industries so that they can revive even while adhering to such mandatory standards. This will contribute to the progress and development of India.

लकड़ी उत्पादों पर अनिवार्य आईएसआई मार्क को किस तरह से देखते हैं?

वाणिज्य एवं उद्योग मंत्रालय ने प्लाईवुड और लकड़ी आधारित सभी पैनल उत्पादों पर बीआईएस मानक (आईएसआई मार्क) लगाने की अनिवार्य शर्त वाजिब तो है, लेकिन उद्योग अभी इसके लिए पूरी तरह तैयार नहीं है। अभी इसके लिए न तो उपयुक्त समय है, न ही उपयुक्त परिस्थितियां है। जब तक इसके लिए उचित मापदंड नहीं बन जाते, तब तक गुणवत्ता को सुनिश्चित करने के लिए आईएसआई मार्क लगाने की अनिवार्य शर्त किसी भी मायने में सही नहीं है।

जो चिंता आप व्यक्त कर रहे हैं,इसके लिए क्या कदम उठाए है?

इस संबंध में वाणिज्य एवं उद्योग मंत्रालय को ज्ञापन दिया गया है। जिसमें बताया गया है कि आईएसआई मार्क की अनिवार्यता अभी क्यों सही नहीं है। इसमें उद्योग से जुड़ी सारी चिंता से मंत्रालय को अवगत भी कराया गया है। इस संबंध में हम अखिल भारतीय स्तर के साथ साथ प्रदेश स्तर पर भी सभी उद्योगपतियों से विचार विर्मस कर रहे हैं। समय आने पर पंजाब के अलावा संपूर्ण भारत के सभी लकड़ी उत्पाद उद्योगपतियों के साथ मिल कर इस दिशा में उचित कदम उठाए जाएंगे। जीएसटी जैसे बड़े बड़े मामले हल हो गए हैं, तो इसे भी समय रहते हल करा लेंगे।

आखिर इससे दिक्कत है क्या?

इसके लिए मापदंड बहुत ही कड़े हैं। अभी तक बीआईएस के जो मापदंड है, वह तब के हैं,जब जंगल की लकड़ी से प्लाई और अन्य उत्पाद तैयार होते थे। अब तो कृषि वानिकी से तैयार लकड़ी का ही प्रयोग प्लाइवुड, बोर्ड,पैनल व अन्य उत्पाद बनाने के लिए प्रयोग हो रहा है। इस लकड़ी की उम्र ज्यादा नहीं होती। इसलिए इस कृषि वानिकी से आने वाली लकड़ी से बने उत्पाद के मानक सुनिश्चित करने के लिए मापदंड आज की परिस्थितियों के हिसाब से तैयार होने चाहिए।

इससे उद्योग को क्या दिक्कत आ सकती है?

इस तरह के मापदंड से मध्यम और छोटे उद्योग तो गहरे संकट में फस जाएंगे। हमारी कोशिश है कि मध्यम और छोटे लकड़ी आधारित उद्योगों को पूरी तरह से उन्नत और सरल वातावरण उपलब्ध कराया जाए। जिससे इस तरह की अनिवार्य मानको को ग्रहण करते हुए भी उद्योग को पुनर्जीवन मिल सके। और भारत की उन्नति और विकास में सहायक हों।
