More efforts needed to promote Agro Forestry

Subhash Jolly, president of the Wood Technologist Association, said that now is the time to give more impetus to Agro forestry. This can help us achieve multiple goals together. If there is more tree planting, it will help in reducing pollution. Carbon footprint will decrease. There will be improvement in air quality. Wood-based industries will also get sufficient quantity of wood.

Subhash Jolly was speaking at the 29th Annual General Meeting of the ICFRE, organized by FRI Dehradun. The meeting, held in the auditorium of FRI, was chaired by Union Minister of Environment, Forest and Climate Change, Bhupender Yadav. Arun Singh Rawat, the Director General of ICFRE, was also present at the meeting. The meeting discussed the use of waste plastic as a binding agent for the production of plywood panels and the utilization of various forest plants.

Bhupender Yadav, the Honorable Union Minister of Environment, Forest and Climate Change, inaugurated the Centre of Excellence for Sustainable Land Management Prior to this. The establishment of this center was announced by the Honorable Prime Minister of India during his address to the COP-14 Conference of the United Nations to combat desertification. The main role of this center is to facilitate the sharing of knowledge and technology among developing countries under the United Nations Convention to Combat Desertification.

Subhash Jolly drew the attention of the Union Minister of Environment, Forest and Climate Change towards the challenges faced in the plywood industry regarding the availability of wood in the meeting. He emphasized the need for a comprehensive plan in this regard, as without it, the tree planting activity in the country cannot gain momentum from a commercial perspective. We need to assess how much unused land is available in the country at this time and how this land can be utilized for tree planting.

This plan requires the collaboration of farmers, the government, and the wood industry. If farmers receive a fair price for wood, they will be motivated to engage in tree planting. This is possible, but the government also needs to take the initiative. If the government directly participates in such programs, the program can be successfully implemented, and better results can be achieved.

However, while the government is working in this direction, there is a need to accelerate these efforts. Without it, we cannot fulfill the country’s need for its requirement of timber. Prime Minister Narendra Modi has visioned to promote self-reliance. In order to amplify this idea in the wood industry, we also need to focus on tree planting for wood production as raw material.

In the meeting, Subhash Jolly, the President of the WTA (Wood-based Industry Association), said that wood-based industries, affiliated individuals, and associations need a strong platform where they can share their problems and suggestions.

The need for this platform arises because IPIRTI has now merged into IWST. Now, the industry does not have such a platform where they can voice their concerns. This platform can be in the form of a Forest Council or a similar organization. Suggestions regarding its guidelines have already been submitted to the Ministry of Environment, Forest, and Climate Change.

Subhash Jolly also demanded that the guidelines prepared for wood industries should also be implemented. He appealed to the honorable minister to provide his blessings for this platform.

At the end of the program, Subhash Jolly honored the honorable minister with a memento as a gesture of respect.
Arun Singh Rawat, the Director General of ICFRE, stated that the institution is working day and night to improve the variety of plants. We have developed several plant varieties. Subhash Jolly’s organization, WTA, is doing a significant job in promoting and disseminating these varieties among farmers.

Bhupendra Yadav Chief Guest stated that the ideas discussed in this meeting will be given attention by the government. These ideas should certainly be given concrete form.

कृषि वानिकी को बढ़ावा देने की जरूरत

वुड टैक्नोलॉजी एसोसिएशन के अध्यक्ष सुभाष जोली ने कहा कि अब वक्त आ गया, कृषि वानिकी को और ज्यादा बढ़ावा दिया जाए। इससे हम एक साथ कई लक्ष्य साध सकते हैं। पौधा रोपण होगा तो इससे प्रदूषण को खत्म करने में मदद मिलेगी। कार्बन फुट पिं्रट कम होंगे। हवा की गुणवत्ता में सुधार होगा। लकड़ी आधारित उद्योग को भी पर्याप्त मात्रा में लकड़ी मिलेगी।

सुभाष जौली एफआरआई (FRI) देहरादून में आयोजित भारतीय वन अनुसंधान एवं शिक्षा परिषद की स्वायत्तता परिषद की 29वीं वार्षिक आम बैठक में बोल रहे थे। एफआरआई (FRI) के सभागार में आयोजित इस बैठक की अध्यक्षता केंद्रीय वन पर्यावरण मंत्रालय व जलवायु परिवर्तन MoEFCC मंत्री भूपेंद्र यादव कर रहे थे। बैठक में आईसीएफआरई ICFRE के महानिदेशक अरुण सिंह रावत भी उपस्थित रहे। बैठक में बेकार प्लास्टिक का वाइंडिंग एजेंट के रूप में उपयोग करके प्लाइवुड पैनलों क निर्माण की तकनीक और विभिन्न वनस्पतियों के उपयोग पर भी विचार किया गया।

इससे पूर्व भूपेंद्र यादव, माननीय केंद्रीय मंत्री, पर्यावरण, वन एवं जलवायु परिवर्तन, MoEFCC ने सतत भूमि प्रबंधन पर उत्कृष्टता केंद्र का उद्घाटन किया। इस केंद्र की स्थापना की घोषणा भारत के माननीय प्रधानमंत्री द्वारा मृदा निम्नीकरण प्रतिरोध करने के लिए संयुक्त राष्ट्र के कॉप-14 सम्मेलन को संबोधित करते हुए की गई थी। इस केंद्र की मुख्य भूमिका मृदा निम्नीकरण के लिए संयुक्त राष्ट्र कन्वेंशन के अंतर्गत विकासशील देशों के बीच ज्ञान और प्रौद्योगिकी को साझा करना है।

सुभाष जोली ने प्लाईवुड में आ रही लकड़ी की दिक्कतों की ओर केंद्रीय वन पर्यावरण मंत्री का ध्यान आकर्षित करते हुए बैठक में कहा कि इस बारे में विस्तृत योजना बनाए जाने की जरूरत है। क्योंकि इसके बिना देश में पौधा रोपण को व्यावसायिक दृष्टिकोण से गति नहीं मिल सकती है। हमें देखना चाहिए कि इस वक्त देश में कितनी जमीन ऐसी है,जिसका उपयोग नहीं हो रहा है। और इस जमीन का पौधा रोपण में कैसे इस्तेमाल किया जा सकता है।

इस योजना में किसान, सरकार, लकड़ी उद्योग सभी को मिल कर काम करना होगा। किसानों को यदि लकड़ी का उचित मूल्य मिलता है, तो वह निश्चित ही पौधा रोपण के प्रति प्रेरित होंगे। यह संभव है, लेकिन इसके लिए सरकार को भी पहल करनी होगी। क्योंकि यदि इस तरह के कार्यक्रम में सरकार की सीधी भागीदारी होगी तो कार्यक्रम को सफलतापूर्वक चलाया जा सकता है। इसके बेहतर परिणाम भी सामने आएंगे।

हालांकि सरकार इस दिशा में काम कर रही है, इन प्रयास में और ज्यादा गति लाने की जरूरत है। इसके बिना हम देश की जरूरत के मुताबिक लकड़ी पैदा नहीं कर सकते हैं। यूं भी माननीय प्रधानमंत्री नरेंद्र मोदी ने आह्वान किया है कि स्वदेशी को बढ़ावा दिया जाए। लकड़ी उद्योग में इस नारे को बुलंद करने के लिए भी हमें कच्चे माल के तौर पर लकड़ी उत्पादन के लिए पौधरोपण की ओर ध्यान देना होगा।

बैठक में डब्ल्यूटीए के President सुभाष जोली ने कहा कि लकड़ी आधारित उद्योगपतियों, इससे जुड़े लोगों व एसोसिएशन को एक ऐसा मजबूत मंच चाहिए, जहां वह अपनी समस्याएं और सुझाव सांझा कर सके।

इस मंच की इसलिए भी जरूरत है, क्योंकि आईपीआईआरटीआई (IPIRTI) तो अब आईडब्ल्यूएसटी (IWST) में मर्ज हो गई है। अब उद्योग के पास ऐसा मंच ही नहीं है, जहां वह अपनी बात रख सके। यह मंच फॉरेस्ट काउंसिल या इसी तरह की संस्था हो सकती है। इसकी गाइडलाइन के संबंध में सुझाव भी पर्यावरण वन एवं जलवायु परिवर्तन मंत्रालय में पहले ही दिए जा चुके हैं।

सुभाष जोली ने यह भी मांग की, कि लकड़ी उद्योगों के लिए जो गाइडलाइन तैयार है, उसे भी अमली जामा पहनाया जाया जाना चाहिए। जोली ने आग्रह किया कि माननीय मंत्री इस मंच के लिए अपना आशीर्वाद प्रदान करें।

कार्यक्रम के अंत में सुभाष जोली ने माननीय मंत्री को स्मृतिचिन्ह देकर उनका सत्कार भी किया।

अरुण सिंह रावत आईसीएफआरई (ICFRE) के महानिदेशक ने कहा कि संस्था पौधों की किस्म को सुधारने में दिन रात काम कर रही है। हमने कई पौधों की किस्मों को विकसित किया है। सुभाष जोली की संस्था डब्ल्यूटीए WTA किसानों के बीच में इन किस्मों को प्रचारित और प्रसारित करने का बड़ा काम कर रही है।

भूपेंद्र यादव मुख्य अतिथि ने कहा कि इस बैठक में जो विचार रखे गए हैं, सरकार उन पर ध्यान देगी। निश्चित ही इस तरह के विचारों को मूर्त रूप प्रदान किया जाना चाहिए।
