I would like to start my talk with an age-old saying:

Money doesn’t grow on trees!… we all have heard it many times. But have we ever stopped to think about it? Like really think about it?

Why doesn’t money grow on trees? And What if it did? Well if it did, then everybody who uses money, would plant a whole lot of them, wouldn’t we?

In today’s times, when world is battling with climate-change crisis, Clonal forestry for degraded lands provides a golden opportunity of making money grow on trees!

Clonal forestry technology i.e. “deployment of tested clones” offers great potential for propagating selected trees with desirable traits. It ensures that all the trees reach harvestable stage at the same time and with the same morphological and chemical characteristics. Large- scale use of these identified and tested clones with valuable properties in degraded lands can reap multiple benefits.

In around 2010, WTA had made a representation to Hon’ble Minister of Environment and Forests, Shri Jairam Ramesh and suggested that empty/ barren landbe allotted to wood-based industry and to interested tree growers for plantation on lease basis with a condition that at least 50% land would be used just for growing trees to maintain green cover. Use of high-yielding clones of Melia Dubia for such initiative would immensely help in uplifting the living standards of farm-communities, add to green cover and also save the huge foreign remittances being made for imports of timber.

Adoption of novel technologies like clonal forestry for degraded lands can encourage regeneration and help stem rapid forest deterioration. Clonal plantations also play a key role in increasing agroforestry production. Current estimate show that about 65% of the country’s timber requirement is met from the tree on farms.

New clones of Melia Dubia,Eucalyptus, Poplar, Shisham, Casuarina, Gmelina, Teak and other woody species can provide good support to growers in terms of better returns through high yield from their plantations. Clonal Forestry on stressed sites can also include local species for improvement programs as these species can better adapt to the local climatic conditions.

Silvicultural properties including straightness, narrow crown, self-pruning, high growth rates, adaptability to a wide range of soils and climates, coppicing ability, a tendency not to spread as a weed and wide utility of wood are some of the main features of Melia Dubia / Eucalyptus clones making them popular among farmers for raising as block plantations.

It’s understood that the face veneer depends on the timber species which is used. As good species like MD/ MC, Mahogany etc. are not readily available, the research being done by FRI for producing / cloning new alternatives like Melia Dubia sounds promising. The 40-50′ feet tall trees of Melia Dubia have girth which is good enough to peel 4-5 pieces of 8′ Face veneers or 8′ long panel core of good quality.

WTA had brought together – farmers, scientists and industrialists, on a single platform and with support of Research Team of FRI did a plantation drive wherein huge quantity of Melia Dubia cloned saplings were planted in north India.

Recently, an exemplary plantation drive was done at Yamunanagar wherein Mr. Amarjeet Singh, Director of Guru Amar Industry Ltd planted 9 acres of land for cloned Melia Dubia and Popular with pomatoes in-between. Further, to give a boost to clonal forestry initiatives, WTA is in advanced talks of soon organizing a plantation drive of 20-25 lakh Melia Dubia cloned saplings along with support from Rotary International and FRI. This would open doors for many others to take forward the mission of large scale plantation of clonal species in India.

Various Plywood Industries like Century Ply, Green Ply, Guru Amar Industry Ltd and others are playing a pivotal role in promoting clonal plantations for agroforestry among farmers so as to grow the raw material for their future use. Now farmers are using their degraded land, unutilized land using various agroforestry models and taking the advantage of plantations and earning good returns from their lands.

Clonal plantations in agroforestry offers an opportunity to increase livelihood security, reduce vulnerability to climate and environmental changes, increase resilience of farming systems and contribute substantially towards meeting demands of rising population for food, fruits, fuel-wood, timber, fodder, bio-fuel and bio energy.

However, various challenges persist!
Wood is the prime source for industries like Ply wood, Pole, Furniture and Pulp and Paper industries. Continuous decline of supply of industrial round wood from government owned forests and growing demand by various industries has created a demand-supply mismatch which has always been a big concern.

Commercial scale introduction of genetically improved, field tested and high yielding clones of Poplars and Eucalypts-supported with technical extension services can accelerate expansion of agroforestry plantations in many states of India.

Few other challenges which need to be addressed are:

  • Meeting high demand for clones and seedlings as compared to current production i.e Supply of high-quality planting stock of genetically superior field-tested clones.
  • Integrating a breeding and selection programme into the project to sustain clonal propagation.
  • Initiating a clonal propagation programme for indigenous species
  • Providing technical guidance and extension services to farmers for raising and maintenance of these plantations.
  • Buy back guarantees to the farmers of purchase of their produce on maturity with assured support price.
  • Long term bank finance for large-scale clonal plantations on degraded lands through nationalized banks under an umbrella project.

R&D support for such projects including development, testing and deployment of new superior clones.

Need of awareness about clonal plantations with agriculture crop is a must to ensure the net productivity from both Plantation and crop. We must put forward a framework for action that will satisfy regional, national and local needs of all stakeholders and put our country at the forefront of global trends in clonal forestry development.

Wood Technologists Association (WTA) has been in continuous dialogue with Ministry of Environment, Forests & Climate Change (MoEF&CC) and on multiple occasions made representations to their Hon’ble Ministers: Shri Jairam Ramesh, Shri Anil Madhav Dave, Dr. Harsh Vardhan and Shri Prakash Javdekar for bringing-forth the relevant issues pertaining to clonal forestry, agroforestry & plywood industry.

Future research is much needed on Clonal Propagation of high yielding clones of commercially important species like teak. Continuous research should be carried out in collaboration with Industry and Institutes so as to come out with new quality planting material after proper field evaluation. It will also contribute towards increasing the green cover for the country and provide green lungs needed for addressing problem of climate change being faced by the world.

One key principle shall always remain: forests and forest resources are national assets that must be protected and conserved for both present and future generations.


परती भूमि में प्रतिरुप वाणिकी में चुनौती एवं अवसर


मैं अपनी बात एक पुरानी कहावत के साथ शुरू करना चाहता हूंः

पैसा पेड़ों पर नहीं उगता!… हम सभी ने इसे कई बार सुना है। लेकिन क्या हमने कभी इसके बारे में सोचना बंद किया है? वास्तव में इसके बारे में सोचना पसंद है?

पैसे पेड़ पर क्यों नहीं उगते? और अगर ऐसा होता तो क्या होता? अगर ऐसा होता, तो हर कोई जो पैसे का इस्तेमाल करता है, वह बहुत सारे पौधे लगा देगा, है ना?

आज के समय में, जब दुनिया जलवायु परिवर्तन के संकट से जूझ रही है, निम्नीकृत कमहतंकमक भूमि में क्लोनल वानिकी पेड़ों पर पैसा उगाने का एक सुनहरा अवसर प्रदान करती है!





क्लोनल वानिकी प्रौद्योगिकी अर्थात ‘‘परीक्षण किए गए क्लोनों का परिनियोजन’’ वांछित लक्षणों के साथ चयनित पेड़ों के प्रचार के लिए काफी संभावनाएं प्रदान करता है। यह सुनिश्चित करता है कि सभी पेड़ एक ही समय में और समान रूपात्मक और रासायनिक विशेषताओं के साथ कटाई योग्य अवस्था में पहुंचें। अवक्रमित भूमि में मूल्यवान गुणों वाले इन पहचाने गए और परीक्षण किए गए क्लोनों के बड़े पैमाने पर उपयोग से कई लाभ मिल सकते हैं।

लगभग 2010 में, डब्ल्यूटीए ने माननीय पर्यावरण और वन मंत्री, श्री जयराम रमेश को एक अभ्यावेदन दिया था और सुझाव दिया था कि खाली/बंजर भूमि लकड़ी आधारित उद्योग और इच्छुक वृक्ष उत्पादकों को पट्टे के आधार पर वृक्षारोपण के लिए आवंटित की जानी चाहिए, इस शर्त के साथ कि हरित आवरण को बनाए रखने के लिए कम से कम 50 प्रतिशत भूमि का उपयोग केवल पेड़ उगाने के लिए किया जाएगा। इस तरह की पहल के लिए मेलिया दूबिया के उच्च उपज वाले क्लोनों का उपयोग कृषि-समुदायों के जीवन स्तर को ऊपर उठाने, हरित आवरण में जोड़ने और लकड़ी के आयात के लिए किए जा रहे विशाल विदेशी प्रेषण को बचाने में भी मदद करेगा।

अवक्रमित भूमि के लिए क्लोनल वानिकी जैसी नवीन तकनीकों को अपनाने से पुनर्जनन को प्रोत्साहित किया जा सकता है और तेजी से वन क्षरण को रोकने में मदद मिल सकती है। क्लोनल वृक्षारोपण भी कृषि वानिकी उत्पादन बढ़ाने में महत्वपूर्ण भूमिका निभाते हैं। वर्तमान अनुमान बताते हैं कि देश की लकड़ी की लगभग 65 प्रतिशत आवश्यकता को खेतों के पेड़ से पूरा किया जाता है।

मेलिया दूबिया, यूकेलिप्टस, पोपलर, शीशम, कैसुरीना, गमेलिना, सागौन और अन्य लकड़ी की प्रजातियों के नए क्लोन उत्पादकों को उनके बागानों से उच्च उपज के माध्यम से बेहतर रिटर्न के मामले में अच्छा समर्थन प्रदान कर सकते हैं। तनावग्रस्त स्थलों पर क्लोनल वानिकी में सुधार कार्यक्रमों के लिए स्थानीय प्रजातियों को भी शामिल किया जा सकता है क्योंकि ये प्रजातियां स्थानीय जलवायु परिस्थितियों के लिए बेहतर रूप से अनुकूल हो सकती हैं।

सीधा, संकीर्ण मुकुट, आत्म-छंटनी, उच्च विकास दर, मिट्टी और जलवायु की एक विस्तृत श्रृंखला के लिए अनुकूलन क्षमता, स्थुण कर्त्तन, एक खरपतवार के रूप में न फैलने की प्रवृत्ति और लकड़ी की व्यापक उपयोगिता सहित सिल्विकल्चरल गुण मेलिया की कुछ मुख्य विशेषताएं हैं। मेलिया दूबिया/सफेदा के क्लोन उन्हें ब्लॉक प्लांटेशन के रूप में उगाने के लिए किसानों के बीच लोकप्रिय बनाते हैं।

यह समझा जाता है कि फेस विनियर लकड़ी की उन प्रजातियों पर निर्भर करता है जिसका उपयोग किया जाता है। चूंकि एमडी/एमसी, महोगनी आदि जैसी अच्छी प्रजातियां आसानी से उपलब्ध नहीं हैं, मेलिया दुबिया जैसे नए विकल्पों के उत्पादन/क्लोनिंग के लिए एफआरआई द्वारा किया जा रहा शोध आशाजनक लगता है। मेलिया दूबिया के 40-50 फीट ऊंचे पेड़ों का घेरा होता है जो 8 ‘फेस विनियर‘ के 4-5 टुकड़े या अच्छी गुणवत्ता के 8’ लंबे पैनल कोर को छीलने के लिए पर्याप्त होता है।

डब्ल्यूटीए ने एक मंच पर किसानों, वैज्ञानिकों और उद्योगपतियों को एक मंच पर लाया था और एफआरआई की अनुसंधान टीम के समर्थन से एक वृक्षारोपण अभियान चलाया था जिसमें उत्तर भारत में बड़ी मात्रा में मेलिया दूबिया क्लोन पौधे लगाए गए थे।

हाल ही में, यमुनानगर में एक अनुकरणीय वृक्षारोपण अभियान चलाया गया, जिसमें गुरु अमर इंडस्ट्री लिमिटेड के निदेशक श्री अमरजीत सिंह ने क्लोन मेलिया दूबिया और पॉपुलर विद पोमैटो के लिए 9 एकड़ जमीन लगाई। इसके अलावा, क्लोनल वानिकी पहलों को बढ़ावा देने के लिए, डब्ल्यूटीए रोटरी इंटरनेशनल और एफआरआई के समर्थन के साथ-साथ 20-25 लाख मेलिया दूबिया क्लोन पौधों का वृक्षारोपण अभियान जल्द ही आयोजित करने की उन्नत बातचीत कर रहा है। यह कई अन्य लोगों के लिए भारत में क्लोनल प्रजातियों के बड़े पैमाने पर वृक्षारोपण के मिशन को आगे बढ़ाने के लिए दरवाजे खोलेगा।

सेंचुरी प्लाई, ग्रीन प्लाई, गुरु अमर इंडस्ट्री लिमिटेड और अन्य जैसे विभिन्न प्लाईवुड उद्योग किसानों के बीच कृषि वानिकी के लिए क्लोनल वृक्षारोपण को बढ़ावा देने में महत्वपूर्ण भूमिका निभा रहे हैं ताकि उनके भविष्य के उपयोग के लिए कच्चे माल को विकसित किया जा सके। अब किसान अपनी खराब भूमि, अनुपयोगी भूमि का उपयोग कर रहे हैं। विभिन्न कृषि वानिकी मॉडलों का उपयोग और वृक्षारोपण का लाभ उठाते हुए अपनी भूमि से अच्छा लाभ अर्जित कर रहें हैं।

कृषि वानिकी में क्लोनल वृक्षारोपण आजीविका सुरक्षा बढ़ाने, जलवायु और पर्यावरणीय परिवर्तनों के प्रति संवेदनशीलता को कम करने, कृषि प्रणालियों के लचीलेपन को बढ़ाने और भोजन, फल, ईंधन-लकड़ी, लकड़ी, चारा, जैव ऊर्जा, जैव-ईंधन और बढ़ती आबादी की मांगों को पूरा करने में महत्वपूर्ण योगदान देने का अवसर प्रदान करता है।

हालाँकि, अभी कई विभिन्न चुनौतियाँ बनी हुई हैंः-

  • लकड़ी प्लाईवुड, पोल, फर्नीचर और लुगदी और कागज उद्योगों जैसे उद्योगों के लिए प्रमुख स्रोत है। सरकारी स्वामित्व वाले जंगलों से औद्योगिक गोल लकड़ी की आपूर्ति में लगातार गिरावट और विभिन्न उद्योगों द्वारा बढ़ती मांग ने मांग-आपूर्ति बेमेल पैदा कर दिया है जो हमेशा एक बड़ी चिंता रही है।
  • तकनीकी विस्तार सेवाओं के साथ समर्थित पॉप्लर और सफेदा के आनुवंशिक रूप से बेहतर, क्षेत्र परीक्षण और उच्च उपज वाले क्लोनों का वाणिज्यिक पैमाने पर परिचय भारत के कई राज्यों में कृषि वानिकी वृक्षारोपण के विस्तार में तेजी ला सकता है।
  • कुछ अन्य चुनौतियाँ जिन्हें संबोधित करने की आवश्यकता है वे हैं :
  • वर्तमान उत्पादन की तुलना में क्लोन और पौध की उच्च मांग को पूरा करना यानी आनुवंशिक रूप से बेहतर क्षेत्र-परीक्षण वाले क्लोनों के उच्च गुणवत्ता वाले रोपण स्टॉक की आपूर्ति।
  • क्लोनल प्रसार को बनाए रखने के लिए परियोजना में प्रजनन और चयन कार्यक्रम को एकीकृत करना। स्वदेशी प्रजातियों के लिए एक क्लोनल प्रसार कार्यक्रम शुरू करना
  • इन बागानों को उगाने और उनके रखरखाव के लिए किसानों को तकनीकी मार्गदर्शन और विस्तार सेवाएं प्रदान करना।
  • किसानों को सुनिश्चित समर्थन मूल्य के साथ परिपक्वता पर उनकी उपज की वापस खरीद की गारंटी।
  • एक छत्र परियोजना के तहत राष्ट्रीयकृत बैंकों के माध्यम से अवक्रमित भूमि पर बड़े पैमाने पर क्लोनल वृक्षारोपण के लिए दीर्घकालिक बैंक वित्त।
  • नई सुपीरियर क्लोनों के विकास, परीक्षण और परिनियोजन सहित ऐसी परियोजनाओं के लिए अनुसंधान एवं विकास सहायता।

वृक्षारोपण और फसल दोनों से शुद्ध उत्पादकता सुनिश्चित करने के लिए कृषि फसल के साथ क्लोनल वृक्षारोपण के बारे में जागरूकता की आवश्यकता है। हमें कार्रवाई के लिए एक रूपरेखा तैयार करनी चाहिए जो सभी हितधारकों की क्षेत्रीय, राष्ट्रीय और स्थानीय जरूरतों को पूरा करेगी और हमारे देश को क्लोनल वानिकी विकास के वैश्विक रुझान में सबसे आगे रखेगी।

वुड टेक्नोलॉजिस्ट एसोसिएशन (WTA) पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय (MOEF&CC) के साथ लगातार बातचीत कर रहा है और कई मौकों पर क्लोनल वानिकी, कृषि वानिकी और प्लाईवुड उद्योग से संबंधित प्रासंगिक मुद्दों को सामने लाने के लिए अपने माननीय मंत्रियोंः श्री जयराम रमेश, श्री अनिल माधव दवे, डॉ हर्षवर्धन और श्री प्रकाश जावड़ेकर को ज्ञापन दिया है।

टीक/सागौन जैसी व्यावसायिक रूप से महत्वपूर्ण प्रजातियों के उच्च उपज देने वाले क्लोनों के क्लोनल प्रचार पर भविष्य के शोध की बहुत आवश्यकता है। उद्योग और संस्थानों के सहयोग से निरंतर अनुसंधान किया जाना चाहिए ताकि उचित क्षेत्र वार मूल्यांकन के बाद नई गुणवत्ता वाली रोपण सामग्री सामने आ सके। यह देश के लिए हरित आवरण को बढ़ाने और दुनिया का सामना करना पड़ रहा है। जलवायु परिवर्तन की समस्या को दूर करने के लिए आवश्यक हरित वातावरण प्रदान करने में भी योगदान देगा।

एक प्रमुख सिद्धांत हमेशा रहेगा वन और वन संसाधन राष्ट्रीय संपत्ति हैं जिन्हें वर्तमान और भविष्य की पीढ़ियों के लिए संरक्षित और संवधित किया जाना चाहिए।
