A mendments in In-house laboratory requirement

The requirement of maintaining an in-house laboratory is no longer required for manufacturers for operation of BIS certification, As per circular of BUREAU OF INDIAN STANDARDS (Central Marks Department – I) vide Ref no CMD-1/2:4:1 dated. 16 December 2025 There is no obligation to maintain in-house laboratory, hence forth.
Various alternatives are permitted for operation of BIS certification as given below:
- i) Shared testing resources like common facility,
- ii) Cluster based testing facility,
iii) Sub-contracting to outside laboratories which may either be:
- a) BIS recognised/empanelled laboratories, or
- b) Any accredited laboratory as per ISO/IEC 17025.
2) The scheme of inspection and testing specified in the product manual documents made available by BIS are recommendatory in nature. Manufacturers are at liberty to declare their own Quality Assurance Plan (QAP) which they will follow to ensure compliance of products as per relevant Standards.
3) This circular shall be applicable for all products, except the following:
- i) DPIIT/PESO regulated products which are under pre-dispatch/lot inspection and cement products regulated by DPIIT/Cement Desk.
- ii) Food products and Protective helmets for two wheeler riders.
iii) Products where BIS certification is operated on factory testing basis, as per product specific guidelines.
