After Plywood, Steel Exports from Nepal Exceed Production Capacity

Recent findings that Nepal has exported far more steel to India than its own production capacity has raised serious concerns.
Questions Raised over Nepal’s Production Capacity
Experts point out that Nepal’s actual industrial capacity is far lower than the volume of steel it is exporting to India. This strongly suggests that the steel being shipped is in fact produced in China and merely “re-routed” through Nepal.
According to industry sources, steel sent from China to Nepal is later exported to India using manufacturer certificates and invoices issued in Nepal, making it appear as though the product is “Made in Nepal.”
Central Government Initiates Detailed Investigation
Taking the matter seriously, the Ministry of Steel has written to the Customs Department, the Bureau of Indian Standards (BIS), and the Directorate of Revenue Intelligence (DRI) to conduct an in-depth investigation. The ministry has asked authorities to:
- Verify Nepal’s actual manufacturing capacity,
- Trace the supply chain of the exported steel,
- Investigate the use of fake manufacturer certificates, and
- Ensure that compliance duties or restrictions on Chinese imports are not being bypassed.
Potential Impact on Indian Industry
Despite India’s friendly diplomatic ties with Nepal, the issue has triggered economic concerns. Industry bodies warn that the trade of: Steel, Plywood, and Other sensitive commodities Could be adversely affected.
The entry of cheaper, non-standard products into the Indian market through Nepal may harm domestic industries on both pricing and quality fronts. This undermines the competitiveness of Indian manufacturers and may also impact government revenue.
The Road Ahead
Experts believe that India and Nepal must strengthen transparency within bilateral trade and strictly enforce Country-of-Origin Certification. Regular monitoring of production capacity and the supply chain for sensitive goods is crucial.
This incident serves as a warning for the India-Nepal trade framework and underscores the growing importance of transparency, compliance, and accurate documentation in global trade.
