During 2025, Yamunanagar recorded a decline in agricultural urea consumption. The district received nearly 1,75,000 fewer bags of subsidised urea than the previous year. This reduction is attributed to strict action against industrial misuse and growing awareness among farmers regarding balanced fertiliser application.

To curb diversion, the department placed the district under special surveillance, ensuring that agricultural urea — subsidised for farmers — is not consumed by industries under the guise of technical requirements. As a result, industries have switched to using technical-grade urea (TGU), which is exclusively meant for industrial use. Between October 2025 and January 2026, approximately 40,000 bags of TGU were sold to plywood units across the district.

According to Dr. Aditya Pratap Dabas, Deputy Director of Agriculture (DDA), Yamunanagar, continuous monitoring of fertiliser movement, storage and utilisation is being carried out in coordination with the district administration and enforcement agencies.

He stated that despite reduced allocations, agricultural urea remained sufficiently available to genuine farmers due to the integration of the Meri Fasal Mera Byora (MFMB) portal with the Integrated Fertiliser Management System (IFMS). This enabled rational distribution, real-time tracking of fertiliser stocks, and PoS-based farmer authentication.

The Agriculture Department intensified field inspections, surprise raids, and regulatory checks targeting illegal stocking, diversion, and black marketing of agricultural fertilisers. During the current year, authorities registered 13 FIRs, cancelled 43 fertiliser dealers’ licences, and seized around 5,868 bags of agricultural-grade urea.

Legal action has been initiated against violators under the Essential Commodities Act, 1955, and the Fertiliser (Control) Order, 1985.
